Ashraf Syed is an Oracle APEX Technical Lead and Software Developer IV, with over 15 years of experience renowned for pioneering low-code solutions that drive mission-critical digital transformation. He spearheaded the development of VASE+, the Virginia Department of Health's cornerstone platform that powered the state's COVID-19 public health response, earning prestigious Government Technology Awards from the Lieutenant Governor of Virginia at COVITS Conferences (2023 & 2024).
He has published extensively in top-tier journals on Oracle APEX, Artificial Intelligence, Generative AI, Agentic AI, Cybersecurity, Enterprise Integration, and Digital Transformation. He was an active Member and is currently nominated as a Senior Member of IEEE and Peer Reviewer of several renowned ACM, IEEE, Scopus related journals. He has also peer-reviewed several conference papers indexed for Springer and IEEE and served as a Session Chair for IEEE Conferences.
Ashraf is also very active on global diplomacy arena. He is serving as Assistant Secretary General in International Commission of Culture and Diplomatic Relations (ICCDR). His global influence extends to high-level diplomacy at the United Nations Organization (UNO), World Bank Group (WBG) and International Monetary Fund (IMF) to advocate for Ethical AI and leveraging technology for Sustainable Development Goals (SDGs).
